- Heat oil in a large pot over medium heat. Sauté onion and garlic until fragrant.
- Add the chicken pieces and cook until lightly browned on all sides, about 5-7 minutes.
- Pour in the pineapple juice, water or broth, and fish sauce. Bring to a boil, then lower heat, cover, and simmer for 20 minutes until the chicken is tender.
- Add the potatoes and cook for another 8-10 minutes until fork-tender.
- Stir in the evaporated milk, pineapple chunks, and bell peppers. Simmer uncovered for 5-7 minutes until the sauce thickens slightly.
